Duration

A candidate must:
- be a resident of New York State and have lived there continuously for 12 months prior to the start of the term;

- have either passed a federally approved “Ability to Benefit” test, as defined by the Commissioner of the State Education Department, or earned a high school equivalency diploma in the United States;
- have a federal adjusted gross income of less than $125,000 combined;

- be enrolled in at least 12 credits each term and successfully complete at least 30 credits each year that are applicable to his or her degree program through continuous study, with no breaks in enrollment other than for specific, documented reasons;
- if they attended college prior to the 2023-2014 academic year, they must have successfully completed at least 30 credits per year that are applicable to their degree program before applying for an Excelsior Scholarship;
- be in good standing with regard to the repayment of any NYS award or a student loan issued by a state or federal education loan program;
- be in full compliance with the terms and conditions of any previous NYS award’s service requirement; and sign a contract stating that they will reside in New York State during the award period and, if employed, remain in the state.

The application deadline is midnight on August 31, 2023.
- No one is eligible to apply if they attended college for the first time prior to or earlier (2019 or earlier if enrolled in an approved five-year program or Opportunity Program).
